Most companies in Europe run their analytics on US-headquartered platforms where EU data flows to American infrastructure and, in several landmark rulings, has been found to violate GDPR. The tools in this category offer an alternative: analytics, business intelligence, and data intelligence platforms built in Europe, operated in Europe, and in several cases cookieless by design.

The distinction matters for two reasons. First, data that never crosses to US infrastructure cannot trigger Schrems-II liability. Second, cookieless analytics — which several tools in this category have made a core product feature rather than an option — changes the consent architecture entirely, removing a class of GDPR risk that has generated regulatory actions across the EU since 2022.
